Not sure what you mean by repeat count to 5 as the pair data counts in the codes you posted are 2.

The codes you posted used the 'short' form of repeat meaning that they don't have any byte data. They simply tell the equipment to repeat the last code received. The actual bits of data for the command are in the one-shot data.

The codes you posted are native (not learned) Apple Cursor Commands that were really never intended to work like skip forward/back.

Forward (Cursor Right)
Apple Protocol Function 3 Pair ID 142

Reverse (Cursor Left)
Apple Protocol Function 4 Pair ID 142

If you learn a set of codes into the Apple TV Gen 4, ATV provides a set of learned buttons that act like Skip Forward/Back. It also provides a 'Stop' command which is not part of normal apple native command set.
