this could be one of those black friday special tvs that are stripped of any discrete commands.
if you have the capability to do RS232, then my guess is you have the capability to add a sensor to determine the power state of the TV and send power toggles accordingly.
if there are no discrete inputs, typically sending channel up or down commands will switch a samsung to the tuner, then you could toggle with the source toggle command.
