Are you using the dock or are you plugging in the USB cable directly into the remote?
Maybe try the latter to rule out your dock connector.

Yes I have tried that, I previously had a Prono that would only download that way.The error code is as if the cable is not connected. I have the Pronto Control Panel displayed in Windows 10.

Would a different cable make a difference (I haven't got one on hand)? The cable that I am using worked with my last MacBook. I think that you can run in Windows 7 compatibility mode, I am not sure if that would help.

Barring everything else I am wondering if I should format the SSD and reinstalll windows. I really don't want to resort to that though.
