It seems a stretch to say that those guidelines apply to all aspects of the Custom Residential AV Industry. Seems allowable to continue to provide Service Calls, but beyond that? Did running a "fiber optic" cable in a pre-wire bundle ever counted as infrastructure before this?

"Maintenance of communication infrastructure" then describes Cellular Service providers, ISPs, and undersea fiber.

"Workers at Independent System Operators and Regional Transmission Organizations, and Network Operations staff" - anyone running a broadcast network or Data Center.

"Customer service and support staff, including managed and professional services as well as remote providers of support to transitioning employees to set up and maintain home offices" - is the word "remote" in their by accident?

"Dispatchers involved with service repair and restoration" - this one seems to fit and would allow for service-callouts for Internet / phone / TV outages.

Was 'pre-wire bundle' not considered a part of the infrastructure before now?
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."
