Crestron might be appropriate, but it is a BIG job tool that is usually the only control system on the project.
It sounds like you have your own control solution and just need an interface to control the TV's and cable boxes.
One possibility is Global Caché. They have
devices that can send IR and RS-232 commands using wired or wireless LAN connections. They have a range of products, not just the products shown in the link.
