I have to say, then, that URC has their heads stuck somewhere in their nether regions. The evaluation of the 450 so far is spot on.

The completely hateable thing is that if you look for info on these remotes IN THE CONTROL ROOM, you won't find this same evaluation. Not being able to program on a laptop is touted as an advantage in the Control Room!

Many dealers do not provide all of their installers with laptops, thus making in-home remote control programming by a PC equipped programmer a bottleneck to production.

I read this as "if there aren't enough PCs, just use the 450."

As a result, dealers utilize remotes that program stand- alone, without a PC.

Sounding just peachy.

Installers forced to setup these standalone programming remotes are often frustrated in any attempt to make the remote automate the system using macros.

Ok, so it's hard to do macros. That doesn't mean the 450 is at all difficult to program.
A good answer is easier with a clear question giving the make and model of everything.
