Have you ever measured the voltage on a power supply(or battery) and it appears to be correct
then plug it in and it does not work?
The line is not showing a direct or maybe even a high resistance short
until a load is applied
You need a better test or meter
A DUT "Device Under Test" used to verify
the physical properties of the cable have failed
