I can honestly not recall the last time I’ve seen a device in a rack with a fixed power cord. I’m sure they exist but not in my world. If I happened to run into this unicorn I would throw caution to the wind and cut the cord and put an appropriate end on it. If/when warranty was an issue and denied I’d just replace it...anything with a fixed cord is likely cheap rubbish anyway. If I’m having to send it in for discovery (no advanced RMA) I’m likely buying a replacement anyway to keep the party going.
I just checked my own racks in the basement and found only one piece with a fixed power cord. Not cheap rubbish, though. It's an Altronix 16-output, 7 amp. CCTV camera power supply. The cord is only 18 AWG so it was easy to manage.
