You are going thru 2 managed switches? Is there a reason you need the 2nd manged switch or is that just something you had laying around and have everything in it turned off?
1st thing you need to do is plug the MRX-15 straight into the Peplink. Then plug the Ruckus straight into the Peplink. Unplug everything else. See what you get for ping then and if you notice any lag.
Divide & conquer, usually the 1st step in troubleshooting.
