"One should" is not directed at a particular person, while "you should" is not only personally directed, but it also has an overtone of accusation. That makes "one should" neutral and thus preferable in some cases. And it has zip to do with whether one understands this or that about the issue.
"One should" is also the way a person expresses that idea in some other languages, at least French and German, and it's easy to let one's manner of expression leak into other languages. In fact, I just did it again and didn't notice until I had typed it.
