I used to go through prodigious quantities of Stanley 3/4" 16' steel housing tape measures.
I would use them to fish wires; with the Stanley's, you could remove the blade from the housing. You obviously could tell how far you were. You could tape a wet noodle on for pulling back. You could attach a tone generator to find where to drill up from below.
