Ok, here is the short answer.
Any device that acts like a sink (display, Matrix, splitter, processor and AVR) requires a key on its input port (that means that an 8x8 matrix requires 9 keys).
I do not know that max number of HDCP 2.2 keys, but overall it appears to be low.
