I don't see it as trying to "beat the man". Netflix actually "beat" the people who were doing it when they started limiting the amount of streams per account, regardless of where they come from.
Yes, I'd guess it's this. Once they realize they've tapped out the market they try to figure out how to get more out of each customer more aggressively.
This is what cable companies/isp's have done to combat cord cutters, charge everyone more who sticks around. The only reason it might be working for them is people don't have other good options, once high-speed wireless is everywhere- good luck. I don't think I've ever heard someone speak positive about spectrum cable. People don't like getting nickle and dimed
