Go to video-storm.com and look at their IRUSB. It will handle commands sent either via IR or as TCP/IP to the device itself. I use it to control an Amazon Fire TV Cube using only TCP/IP. I wrote my own driver (integrated into my theater control system). Their protocol is very simple and coding a driver was relatively simple for me, but I have been coding for over 50 years.
