1- The XP-3 will be a stand alone install, controlling tv, regular xfinity box and a dvd player. I want the ability to control the xp-3 via an ipad. I will need to buy a license for the ipad correct? Without license it will work or not?

You will need to buy a single license at your local RTI supplier. RTI also sells an unlimited license, and any system with 3 or more licenses will grant unlimited access. Be sure to update to the latest firmware for this feature.
2- The device running the RTiPanel App and the control processor must be connected to the Ethernet network. Lets suppose the device running the RTiPanel App is IPAD and Control processor is XP-3. Can any body explain what type of Ethernet network it is required and why? Why we need ethernet network. Why does not processor directly communicates with IPAD?

The iPad communicates to the processor via the Wi-Fi network. However, the processor must be on the network for the iPad to communicate to it. It must be hardwired, as it is not possible (or reliable) to connect a processor to the network wirelessly. It should be said that the processor does NOT speak to the iPad wirelessly. It is not capable of Wi-Fi communication on its own.

Again, BOTH devices need to be on the network. The iPad (via Wi-Fi) and the processor (via LAN.)
