You might need a Hot Plug interrupt device like our AIO (EDID “All In One” repair tool) or our VCT (Hot Plug Interrupt device).
However both require a control system relay to create the interrupt function.

There is an easy test to determine if these products will work.
When system is on and the problem presents itself, unplug/replug the HDMI cable.
If issue is fixed our devices are the cure.
