The way I see it, IP/Networks are going to be the ideal way to extend/distribute video. So a fiber pull based on future network usage seems like a good idea.

I don't like any solution that becomes useless if the electronics fail.

Seems like it would need to be the fiber equivalent of current HDMI over cat extenders. If the extenders fail, grab another set.
