Both of those rules come into play when the ass is hanging out from the median, but I've seen lots of both of those. Occasionally you'll see someone stop, just plain stop, in the road, as though a)there's nobody else in the world and b)they can't see the people about to crawl up their tail pipe because their busy inspecting their fingernails for fecal matter or something.

It seems that a segment of the population may do this so they can get in the way. If it's not that, they seem to be trying to avoid a collision from the front, but don't give a rat's ass that they're blocking traffic. I also think that many of the ones I see doing this are so slow-witted that they can't think about or react to more than one thing at a time. I went to WalMart on Monday and as we all waited for the self checkout registers to become available, a 20-ish woman was standing there with her cell phone plastered against the side of her head and when the woman from WalMart went to her to say that she could go to one of the registers, there was absolutely no response. No blinking, no looking at the woman speaking to her, no real sign of life or intelligence- just a cold, 1000 yard stare.

People want respect, but they have no freaking respect for others. They can't have it both ways.
