Not certain what "toggle bit" codes are, but, whatever they are, sounds like that may well be it.

Whenever I've seen "toggle" codes mentioned, I always took that to mean codes that toggled a state on the device, such as power on/off. Maybe not?

some ir remotes send alternating codes for the same command.  it is nearly impossible to learn these commands.  you will find that if you do capture the command, it only works every other time you press the button.
