Is that PTZ? Log into Remote Setup and make sure you can control the camera's settings- look for SmartIR and see if changing that makes a difference. Also, look at the camera and make sure the rubber doughnut around the lens is intact and in contact with the dome. It looks like there's a gap and the IR is bypassing the doughnut.
You can also call their tech support to get their opinion on the problem. They'll probably fix it for you, or tell you how.
