My 1st guess is; this is a dome camera and the IR barrier has come loose inside (or missing). Might be able to fix it easily if you see a black felt ring laying in the dome somewhere.

Or 2. Someone forgot to peel off the protective shipping film on the dome?

3. The gimbal could be broke or missing a screw, causing the IR barrier to not get pressed against the dome.

4. You have a defective cam.
