I use a Harmony Ultimate remote and noted that using discrete power codes turn on ALL zones on my Denon 4520Ci receiver. I called Logitech, and they recommended changing to the zone power toggle commands.

I would think that might be more likely to wind up out of sync, since using toggle commands has this issue.

Are there not discrete power commands for each zone to avoid this issue?

If not.....is it better to use the zone toggle buttons for power, or the discrete? I assume I am not wasting much power if zone 2 is just my wireless headphones and zone 3 and 4 are not hooked up to anything.
