Most access control systems now have some sort of web interface or software to be able to do that. I’ve used Honeywell NetAXS 123 before and it has a builtin web server you can log into and add users and keycards. I wouldn’t recommend that model though, it doesn’t work with newer browsers and is a bit slow now.
