Funny you mention that. I just got a similar call yesterday about a nearby neighborhood that the caller "represented". The call dropped and dude promptly called back and left me a message. Didn't bother calling him back.
Really weird deal, wasn't a spoofed number, wasn't Home Advisor, not sure what the angle was there.
I'm sure it was something like this stupid scam:
