I don't know if you worked out your issue, but I am running PEP 2 on Windows 10 and connect my 9600s via a USB 3.0 powered hub. I don't know if PEP 2 is better on Win10 than PEP 1.1. If needed, I could try installing PEP 2 on another Win10 PC and see if I need to do anything special to get it to work. I don't remember doing anything special before.
