In my opinion there is a chicken/egg issue. Turning the TV OFF first is logical, but it will immediately recognize that the receiver is still ON, and start its power up sequence. I’m never sure what the proper sequence might be. I try to minimize visual and audible blips during the shutdown sequence. Sometimes this means receiver first, other times it is TV first. This can get worse if the receiver or video switcher defaults to an input that is still ON. Sometimes I’ll switch to an unused input during power ON/OFF in an effort to minimize the junk.

Usually, TV OFF, receiver OFF, delay, TV OFF will deal with the situation.
