This is correct. There should be an option under either Chipset or South Bridge Configuration called Restore AC Power Loss. Change it to Power On and it should boot normally after a power outage.

The below only affects the MMS-2A and MMS-5A. All has been corrected with our newly released MMS-3E and MMS-5E.
ctjordan33 is correct in the option to Restore AC after a Power Loss that is located in the BIOS settings. Our Tech Support team can help you through this process if you are experiencing this problem on A series units.
There was also a FW bug that was causing some units to not power back on after a FW update or power loss even if the above setting was set. This has been corrected in FW so please make sure the FW on your A series units in the field are up to date.
