Well, maybe so, but the sales guy responded to this same question by saying that one hole is for 1/2" EMT and the other is for 3/4" EMT.

Lemme guess they were told it was like that but nobody actually checked. I don't see much need for 3/4" EMT, since I never use factory-made camera cables... maybe their other customers don't either, so they use 1/2" EMT. That's a lot to have happen at one time but that totally explains it.

Have you ever seen the far end of a camera installation being held in place by threaded rod? I sure haven't.
