Amazon is using third party drivers.
They hire individuals who work as couriers on a per-delivery basis. It's like Lyft, or Uber, or Uber Eats. They use their personal vehicles and shuttle items from the hub out to your delivery destination.
My understanding was that they were going to be vetted in a similar way to the Uber and Lyft process, especially for the service where they go into your home.
That is Amazon Flex....they also contract with 3rd party courier services so hire their own drivers....these are some of the worst offenders in these delivery problems
