One would need to know the frequency generated by the water traveling through the pipes along with what frequencies the damping material is effective at reducing. Would code allow wrapping pipes with a non plumbing rated material? Most of the sound transmitted would come from the attachment points of plumbing to the structure than through the air. Seems you have covered most of the noise issue already

If there's water running through the 8" HVAC, bigger problems than worrying about code!!
