I don't think you have a HDCP problem, you have a Roku Ultra which sets it's chroma subsampling to 4:4:4 when you engage HDR. The Sony BD player doesn't do that because UHD content is 4:2:0.
What happens if you connect the Roku directly to the display with a 3 foot cable?
The LG OLED shows HDR with Planet Earth II UHD and the Sony UHD has 4:4:4 as an option in the menu. If I force it to output 4:4:4 for testing would it up convert 4:2:0 UHD?
