No "self install" for DIY's. RTI is targeted at PRO's and the configuration software is restricted.

URC has multiple lines, some for PRO's, come for DIY's. The PRO lines have restricted software too, but there are more configuration software "leaks" to the DIY community with URC.

The Harmony line is a DIY favorite. As a PRO I'm not fond of Harmony, but some PRO's use it for their lower end systems. You could start your remote programming odyssey with Harmony. If this satisfies your needs, stop here, if not move on to a higher level solution, but with a little experience under your belt.
