Aha! A further search shows that someone thinks this is a translation of "Lack of planning on your part does not constitute an emergency on my part."
When learning a language or attempting to translate, you should always go back and forth from one language to the other, then back, to be sure the word you choose doesn't have a different sense than what you mean. With a computer translator, you've GOT to translate back into the language you start with. This will point out whether it's a good translation or not.
A classic example of this kind of problem is found in a famous speech given by President Kennedy, in which he said "Ich bin ein Berliner," which means "I am a jelly donut."
