True seamless roaming requires an expensive wireless controller in the rack that all WAPs are controlled by. Araknis, Luxul, Unifi, etc... none of these have that. You have to step up to serious money to get that luxury (Ruckus, Cisco, etc.. have systems for this, etc...). The controllers cost thousands.
802.11r takes care of roaming pretty well, as long as you have selected your APs correctly, installed them in the best way, and have it configured well.
