This is a setting on the Anthem and not on the 9200. And no, you cannot use TCP/IP with the TSU9200 or the TSU9300 because they don't support JavaScript (AKA ProntoScript) out of the box. With the 9200, you are limited to IR only.
I would turn on the setting in the Anthem to see if it improves your startup time, but what you may end up having to do is to build some 'Delay' or 'Please Wait' pages into your configuration. You will also want to reorder the actions you send such as to setup for Blu Ray (note that timing here is 100% dependent on your system and you have to work out the Delay times)
You would put these actions into an Action List on your Watch Blu-Ray page on home or wherever you wish to initiate this activity.
