You said this happens even with IR straight from a PRONTO. Here you say it happens "even with IR straight from the remote," which implies from the Roku remote.

Best of luck. I had a similar problem with a Roku 4 and an MX980, but only on the cursor pad. Editing down to zero repeats solved it.
