Have you tried separating the emitter from the Roku by a couple inches? I've built little emitter holders out of coat hangers that hold the emitter bulb up and pointed where they need to go for different devices, but just a couple inches away.
As I mentioned before, this happens even with IR straight from the remote (no emitter involved).
It is starting to sound like this will only be fixed by a firmware update on Roku's part. Seems they might have screwed something up.
I would encourage everyone working with this problem to send a report to Roku about the problem. Because if they only have a handful of complaints, they will not see it as a problem and will do nothing. If they get a LOT of complaints, they will look at the issue - fearful it could impact sales.
As big as Roku has become, they are still a small company compared to the world. And they have a lot of competition these days - a lot!
