Those indeed are clean IR codes and that protocol is not a toggle bit protocol.
Here's what I am wondering. Some cable boxes, for example, cannot handle high intensity IR and as a result, some put some electrical tape over the receiver and poke a small hole.
I presume you are not using an RFX extender here. So, here is a test. I presume you point remote directly at the Anthem. Are results different if you don't point the remote directly at the anthem, such as maybe towards the ceiling?
I don't think this will have an effect but something else you might want to check. If using PEP2, what is the 'Duration' of the IR code set to? To determine this, in the PEP2 My Database view, select 'Component Properties' for the Anthem. Check the 'General Delay' and see if set to something other than 0.10s.
