If you need the spray paint to feel dry immediately, spray an automotive clear coat over the base paint...

I use this all the time, works great, the "tackyness" of the spray paint will be gone in munutes. [Link: touchupdirect.com]

I've tried the goof off/goo gone stuff... The spray way worked much better. The rubbery goo was melted in minutes.
I'm Not an engineer, but I play one on TV.
