The One Seneca Tower, which houses the transmitters for WBXZ-LP and 2 relay FM transmitters, will be empty by mid September and then sold. One proposal is to raise the building which would require Steven Ritchie (owner WBXZ) to find a new transmitter site, costing him more money on top of the problems he is having now with his existing transmitter. Maybe a new transmitter site would help reception, but transmitter technical parameters including site can not be changed until the FCC TV frequency allocation has been completed, which could take some time pending on how the reverse/forward auction goes.
