No, the hub does not have IR outputs.  You need to use a blaster for equipment that is in a cabinet.  The hub communicates wirelessly with the remote base and the blasters.  It works best if they are in the same room.  I am not sure about the favorites, as I did not play with that feature.  The client wanted to set that up.  All you need is an iDevice or Android device to download the setup app.
