This is a fairly common issue with the 16x60 amps, and in the instances I've seen in the past, even the processor won't be able to turn it back on. The red button on the back still must be pressed.
The only work-around I'm aware of, is to open the amp and connect a relay to the switch contacts. Then the relay can be controlled from another device to force the amp out of standby.
However, as others have mentioned, the best solution is to replace the amp.
