Some authorized dealers will provide the software, some will not. You have to ask. URC has made it clear that it is up to the dealer to decide if they want to provide the users with the software or not. You just need to be sure it is an authorized dealer. There are versions of the software out there that work, but will not update. With an authorized dealer you are sure you get the real software.
