Planing a surprise engagement party for my then Fiance on July 4th in Philadelphia (they do a birthday celebration so its usually crazy)

Im having a party of 14 and need to reserve enough parking for everyone...the restaurant doesn't have parking and cannot guarantee parking at the lot next to them. There is a lot at the Hilton 2 blocks away that is affiliated with parking panda and they have enough spots!
