The SR700 is unfortunately the last Onkyo receiver which doesn't have a Power toggle command, according to a 2006 spreadsheet from Onkyo.  So you'll need to use separate buttons to handle Power.

I'm curious as to which Comcast remote you have.   The red OK/Select remotes actually come in two versions.  Older models (in my experience labeled Comcast) carry only setup codes 30842 and 30135.   Newer models (labeled Xfinity) have additionally much more flexible and complete setup codes 31320, 31531, and 31805 for Onkyo receivers.  I recommend using 31531 if you have the newer model remote.  In that case, the Power button will turn on the receiver.   You can assign EFC 58052 to Shift Power to turn it off.  I've tested that.

If you have an older model, temporarily assign setup code 30842 and put EFC 00170 on Shift Power.  Then assign setup code 30135.

Only if you're curious:
You can unambiguously identify which remote model you have by using the 983 command to blink back the signature.  Older remotes are JP1.3 and have a 4 digit sig 3039.  Newer models are JP2 and have a 5 digit sig 25562.
