I bet that this was a young guy who probably already had hearing damage from having their headphones on max.
If I am 10 feet from someone with headphones, either over ear or in ear. And I can clearly hear the music and signing, then it's way too loud.

its even worse when you can hear someone else's earbuds over your own.
I'm getting old and will wear ear plugs at Rock on the Range. I love loud metal, but i also want to be able to hear. The loudest concert I ever been was to see Motorhead in Indy a few years ago. It even hurt with earplugs!
