There is no such thing as HDMI v. 2.2 Highest right now is 2.0b the HDMI spec specifies the data rates and the overall capabilities of the cable itself. 1.4 is all that is necessary for most current 4k content.
HDCP Rev 2.2 has been in existence since early 2013. HDMI HDCP 2.0 was never a published specification so it would be very strange for rotel to create a card that used it. it went from 1.4 then jumped all the way to 2.2 as DCP worked out all the kinks.
None of this really matters as your rotel obviously just doesn't work right. I just get frustrated seeing people confuse the HDMI 2.0(a)(b) specifications and the HDCP 2.2 Specifications too often.
