I'm sure Bravia Sync works fine. I use it myself, but I don't use Harmony remote. It's Harmony that comes behind it and messes things up. The only way to avoid that, besides setting up the activities to send no power/input commands is to turn it off.
The setup for the 650 and 700 should be identical. Try making a custom activity instead.
