Unfortunately the industry has now geared itself more toward the professional installer, so I'm afraid the answer to your question, in regards to the likes of URC and RTI, is yes you will need a programmer.

If you would prefer to go it alone the only alternative (other than Logitech) would one of the smart phone/tab apps, but you would need to investigate compatibility.
