Every possible key combination is actually a unique IR code - there are no separate modifiers.
For Kodi on Windows, there's a little control utility you can download that gives you the ability to launch/refocus Kodi just by hitting the remote's Start button. It's also the one that lets you make Kodi the default shell (so the system doesn't boot to Explorer).
